That's the WWE20XX/WWE2KXX series' Royal Rumble gamemode, which a lot of people use to showcase custom wrestlers (especially in older installments were the game's character creator can be exploited more). I think the limit is 6 active wrestlers at a time, actually.

WWE 2k18 increased it to 8 active wrestlers, including Royal Rumbles.
Despite how these videos probably make it look, the game is actually so good, and easily the best wwe game in years
