imagine having such little compassion for another human being that you'd rather waste a bullet than spend time helping someone who is clearly so unhappy with their lives that they'd rather spend it high on drugs as often as possible. Humans blow ass
Seems pretty clear to me that the drug-war is a pretense so they can exert power how they want (considering how Duterte has a fentanyl problem). To say they could have rehabilitated people is a great solution to a problem they aren't considering.
the drug war was just a show of force, he doesn't care about you doing drugs, he cares about you knowing he's in charge.

Basically a way to rile people up and start murdering "undesirables."
And the citizen vigilantes? How do you put them on hold?
Can someone put a source to actual vigilantes killing people there? Or killing recreational users?
