All these references are a bit outdated. True, rocko has never been exactly on top of pop culture but everything seems like the crap that bad comedians a decade ago would talk about. The energy drink craze isn't even relevant anymore.

Tom Kenny and Mr. Lawrence (Heffer and Filbert) are still on Spongebob, so I don't think it would be that hard to get them revise their roles. Not 100% sure if Carlos Alazraqui is voicing Rocko though, but he most likely is.

that was the first thing i noticed, but it might just be a thing for the promo, to introduce that they're in the present. the movie might not be too centered on the references
They should've named the "O-Store" the "O-Spot" instead, it could've been a multi-layered reference to orgasms and the episode where he had a job as a "Phone Operator."

Except this is an establishing scene where it shows everything new in Rocko's life, it shows they're not in the 90s anymore. The Simpsons always put some pop culture reference in their episodes and quite frankly it has been common for them for decades now, Simpson's problem is just being way too old now and extremely tired.
I am actually pretty excited to see this, I wish Netflix still had the original series up so I could re-watch it. I hope they didn't just show all the good jokes though
