It's possible and infact very common that tasers fail to bring down subjects whom are intoxicated or drugged up, or even in a rush of adrenaline.
They probably did tase him at one point, but the video is really cut up and condensed.

Your body will always respond to any and all foreign electric signals, the degree of which they do so can be changed if your body is under the influence of drugs that make it less painful. Your muscles still contract, just to a lesser degree because a lot of the contraction is a reflex cause by severe pain, the rest is your nervous system going "OH SHIT"

First of all, you got to be in range to use a taser.
Second of all, the probes have to break though the clothing, which he had a leather jacket on. If it doesn't make contact it doesn't work.
Last but not least, people who are on drugs or other substances have ripped out the probes while they're hot (when the taser is being fired and cycled though).
This is one hell of an old video, anyway they handled this pretty good considering the guy didn't die. The police showed an incredible amount of restraint and did everything in their power not to use lethal force.

Poor guy. I feel like he was cheated. all he wanted was a sword fight to the death and cops had to ruin it by not getting there own swords and one by one fighting him.
