On one hand, a new Cold War would be absolutely terrible, whilst on the other hand it'd poke America back into space to "show the Red Dragon who's boss" (what a military general from the 60's would say in a cheesy 80's movie about a Cold War Space Race between America and China). But the real question still stands; who will build the first Moonbase? Probably Virgin Galactic.
