I mean nobody's ever attacked a working nuclear reactor before, but imagine while its shut down for refueling or something, a situation where the reactor cannot go critical, that would be a fairly juicy target, and im not sure that NK's allies would object too much, at least privately because nuclear norks disrupt everyone

The thing with tourism is that dictatorships which more heavily rely on tourism (such as Egypt in the past) tend to be a bit more open and free because tourists don't usually like having their necks breathed down. There's some evidence to suggest that North Korea is already loosening up a little bit and it's partly due to tourism.
