can someone tell me how reliable the gtsi is considering finland's teachers are ranked worse than a lot of countries despite their students receiving some of the best education in the world

This isn't really ranking them on performance, but rather how respected teaching is as a profession. It's no surprise China is at the top, considering how important education is to them.

I imagine how the pupils perceive the teachers is probably affected quite strongly by how they are bought up from birth with the mandated idea that questioning authority and the government is absolutely immoral.
Yes, but as the article fairly vaguely states, they were asked to 'rate' the importance of teachers when compared to other professionals, rather than on their performance or anything else that can really be measured because the yard-stick here is dependant on the peoples' respect for other professions too. I for one wouldn't lump all teachers as being on par with all doctors, and I'm not sure that anyone would unless you really don't like your healthcare professionals. It's a clumsy way to conduct a survey.
