About ~85% (not joking) of unqualified jobs in russia (mostly Moscow and Petersburg) are taken by illegal-ish immigrants mostly from the North Caucasus, but also from other regions, like Moldavia. We call such people "gastarbiters". Since the website is about real estate, it's a joke about moldavian construction workers and their occasional shenanigans at their work place.

Sort of a joke about them not doing their work properly - those builders usually do a shitty job.
