Actual scientist: Has to delegate responsibility, account for his funding, risks ruining his career if he uses any outside materials, and is beholden to his institute.

I've used Google to do advanced research. Of course my research has limited applications in the field of cancer detection...although it might come in handy in rectal cancer detection.

Pretty sure they can't, and he may not even be able to spend it till he's 18 depending on how the Intel award works for minors.
My younger brother actually goes to school with this kid. He and this boy are in the S.T.E.M. program.
