It's SPUF what do you expect. Also this is good idea if they make it that it sends the code as I have email dedicated to these sort of things.

I can't get it to work, I activated the beta and I restarted steam three times as said in the FAQ, and I've gotten no notification of it working.

It doesn't come up with a popup saying "You account is protected by Steam Guard." or anything, but if you open your settings panel and under the "account" tab you'll see a new button labeled "Manage Account Security".
So all this is, is a second non changable code/password that has to be entered on new machines?

From the third paragraph it seems like it generates an unique key to be entered on that specific machine.
Maybe when you're about to authorize a new machine, steam client requests a key from steam server to be sent to your email, and at the same time, steam client sends data about the machine's processor info, so that the key can only be used on that specific machine.
And it appears you don't have to pay a penny to do this either.
For one additional step in getting logged into steam on another computer, I'm totally cool with this. It would virtually eliminate most phishing attempts regardless.

It won't eliminate the attempts, not by a long shot, but it will significantly reduce their chance of success.
