An insanity finding, notes Slate, would mean Breivik would be given a maximum sentence of 21 years, and he could be held longer if it's determined he's a danger to the public. His mental state is currently under evaluation.
The graveness of the crimes creates a challenge for the Norwegian justice system, which focuses on rehabilitation, not punishment. Foreign Policy points out that country's penal system is the among "the cushiest in the world."
There's no capital punishment, and the longest sentence is 21 years — although authorities have leeway to hold him indefinitely with an insanity ruling if he's considered a danger to the public.

As extremely satisfying as it would have been to just gut the man and hang him by the balls on the public place, the Norwegian government still decided to be bigger than that and gave him the same judgement as any other criminal regardless of his reputation.
That part is the respectable part.
What I otherwise don't get is why they decided to build a damn psych ward just for the guy. There's treating criminals like human beings and then there's treating criminals a tad too good considered what some of them have done. I think this is getting into the second category.

I think they want to ensure he stays separated from the general prison population, as opposed to giving him some sort of good treatment.

To be fair, there's a difference between "respecting human rights" and building a whole new building wing for the guy and HIRING friends for him.

It has been stated in numerous threads that they can simply assign additional 21 years after the first expire. Basically, when he's done these 21 years, he'll get 21 more, until he's dead.

He said it himself being stuck in a psych ward being told you're crazy is the worst punishment. He deserves just that but evidently is getting beyond fair treatment.

he's sort of half-insane. as in, he's very illogical, irrational and just all-round bonkers, but it's not to the point where his reasoning is impaired, nor is he totally incapable of remorse or regret - he certainly doesn't regret the shootings a whole lot, but that's mainly because he's led himself to believe his actions were just.
so he's in a psych ward because he's insane enough to be there, but not insane enough that he can get away with an insanity plea.

I don't know, making him significantly less crazy is probably going to be really, really difficult. think of it less as purchasing things for his leisure, and more that they're putting money towards his future mental health.

Find him insane, fine. Put him in a ward, fine. But a private one built JUST for him? Extremely excessive.
We all knew he would get an easy time in prison due to it being Norway, [B]but[/B] I seriously doubt anyone believed or wanted him to have THIS much of an easy time. He's going to be living better than I do, and I'm a sane, productive member of society that does not kill 70 some people.

He's still in prison, he is just being quarantined
You have the ability to do far better than he ever can now, he's locked there for practically the rest of his life not being able to do much other than what the prison lets him
This guy is what the death penalty should reserved for, undoubtable atrocities and whatnot. I'm sure the victim's families would love to watch Anders fry.

Unless all insane murderers are given the same treatment, I don't see how this is fair.
I do not know if they are actually treated the same (I'm sure the number of insane murderers in Norway is quite low) but I am assuming they aren't.
