I don't think that's weird. Sure, shouting has more effect, but imagine him just mumbling it to himself. People could (and I say /could/) interpret it as him muttering his last words to himself before the deed.

Although Azerbaijani Government is secular, majority of population call themselves Muslim, but religion in Azerbaijan only can be seen at the funerals not in everyday lives. Most of the people eat pork, drink alcoholic beverages and women don't wear headscarf. Azerbaijanis are one of the most westernized Muslim population. After the war in Syria, couple of radical Azerbaijani Muslims went to the Syria. Although Ministry of National Security tries to stop them getting in the conflict, they are still free if they haven't done any crimes and free to travel to Syria. In last months some videos uploaded by radicals in Syria showed Azerbaijani radicals beheading people and fighting with anti-government forces and those videos alarmed both the population and the government of Azerbaijan. I think because of these circumstances people panicked when they heard him say Allahu Akbar.
Even without taking those^ events into consideration, i would still misjudge someones actions if they said Allahu Akbar in the middle of bus.
This happened in Azerbaijan though, that's the thing... most people over there are Islamic so this news is actually really weird.

Most Azerbaijanis are "secular" Muslims who never pray in public. In fact, it seems like [URL="http://www.forum18.org/archive.php?article_id=1962"]you're not even allowed to pray in public.[/URL] Azerbaijan is a secular country, and there is a small group of radical Muslims there, so the people have become afraid of Muslims who pray in public, assuming they're radical.

Yes and no. I mean, on the one hand it's sad to think that extremists have effectively ruined an entire religion for people, but on the other hand it's a good thing that people don't just shrug off potentially dangerous situations for fear of looking socially awkward or something.
I think at this point if you're Muslim you have to realise the negative connotations associated with certain phrases that are screamed prior to suicide bombings (however misused and warped those phrases may be).

Would you look at somebody a second time if they said 'God is Great?' That's pretty much all they said, except the term is now associated with suicide bombers saying it just before they blow themselves and everybody around them to bits.

Anyways, Just because a person says Allah Ackbar does not mean he is a terorrist. Do this people not know thet he is just praising god? Like how you would say "praise the lord" or "dear god" or "Jesus Christ"
