Probably due to older population being a somewhat large percent. A lot of older people don't know technology related terms, doesn't make them dumb or anything.

by the simplest example, SEO is adding 'pewdiepie' to your youtube video's title, description, and tags so people unwittingly open it thinking it'd be relevant to their horrible interests, giving you your much earned hitcount and ad revenue

Basically Google expects your website to actually have content and it wants it in a certain way. The optimization is all about making sure that Google can actually read everything relevant on your website.
At some point you could 'cheat' through some methods. But nowadays you tend to lose more ranks than to gain any by trying to game them.
