"He is stupid. He wants to die," one person can be heard saying.
"Go on, go back home," another shouted, according to The Times.
A man can be heard yelling "Africa" at the man, imploring passengers on a passing water bus to throw flotation devices in Mr Sabally's direction.
Three were thrown, but Mr Sabally did not reach out for them - leading Italian media to suggest he was committing suicide.
"I don’t want to blame anyone but maybe something more could have been done to save him," local head of the Italian association of lifeguards told the newspaper.

Yes because when you're drowning you definitely have the clarity of mind to notice things being thrown at you and don't panic at all. Seriously?

So he wasnt confirmed to be commiting suicide - thats speculation.
What we do know is that people were mocking him. Whether he was committing suicide or not nothing justifies that.
Also, after watching the video (I didn't want to at first), "He is stupid. He wants to die" sounds like it's being said from someone who's pretty fucking distressed (much like nervous laughter). I didn't hear anyone say "Go on, go back home".
Just because the media suggested he was trying to kill himself because he didn't use the flotation devices to save himself doesn't make it so.
Watching the video, I definitely can't say for sure whether he was merely unwilling to save himself as the suicide suggestions imply or unable because he was in the middle of drowning and most people kinda lose their heads in situations like that.
I'm not justifying mocking, that would be horrifying.

He jumped in himself and swam to the middle part of the canal, so yes the most likely reason he refused the life savers was because he was committing suicide.

Please show a source that indicates that someone drowning will not scramble for the nearest solid object like their lives depend on it (hint; they usually will)

That only works if the object is within arm's reach, by the time drowning is actually happening the body is basically running on autopilot and completely focused on keeping the mouth above water long enough to breathe.

Try reading page 14 of this journal by the US Coast Guard about the instinctive drowning response, what drowning actually looks like and what drowning people are physiologically capable of doing.
How'd he end up in the water? The article doesn't even speculate that.

Who cares what he was doing there? Rescue services shouldn't concern themselves with how people got into life threatening situations. A person who wants to commit suicide needs help, we stop jumpers from throwing themselves off buildings because they're [I]people[/I], with families and friends who care.
Tightening the refugee policy is one thing but this is just bad

actually drowning people tend to grab for anything nearby, kind of why you don't try to rescue someone yourself if you aren't a good swimmer or trained person. still what they said is pretty tragic
I'm fairly certain he was drowning. Contrary to popular belief, when someone is drowning, they don't look like they're panicking. They're struggling to stay afloat, silently staying in one place, with their head going up and down the waterline. There's no energy or time to scream because your mouth/nose keeps going underwater, and you won't be waving your arms around because you'll be using them in an attempt to stay afloat ( That's also the reason this guy couldn't reach for any inflatables ). this lasts only one minute, then you go underwater and you drown.
This is exactly how this guy was behaving.

Pretty shocking that people mocked him, but I don't think most people recognised that he was drowning since the signs can be hard to spot especially since he didn't grab on to the floaters. To save him would have probably required someone to jump in, swim to him and then somehow not get pulled under as well, which is probably too much to ask of the average onlooker especially when you take into account bystander effect.
It's truly sad how people proudly displayed their prejudice in front of a dying man though.
