Researchers rely on grants and the goodwill of a probably non-existent God to receive their funding. Research institutions publish papers to gain visibility, not income as the publishers request a shitload of cash to even consider publishing your paper, and even then it's not a sure thing it'd be published. This visibility can be turned into renown and using that you can gain preference when applying for grants from government or private sector groups. Publishing is almost entirely a fucking sham. And it sucks, because a lot of researchers want their knowledge to be seen by more than a handful of people.
Oh god I hope. Hitting paywalls when trying to do research is beyond frustrating. No fucking way am I gonna pay $40 for info im not even sure I will use
This would be so good. Even from within our Uni network I sometimes have to rely on shady other sites to get some papers without paying half of my monthly wage for one fucking reference I need to cite in my thesis.
I hope this happens, it would definitely help counter or at least cull the amount of bullshit studies that the news brings up every week.

To clarify (I didn't see it mentioned in this article, but it several other), this is only about publicly funded studies. Which is still great, but it won't tear down all paywalled studies by 2020.

Making all public research actually public would be absurdly positive. This would outclass the creation of public libraries. Instantaneous, free, searchable, totally publicly-accessible research on thousands of topics for everybody. This is what the internet should be for. I have access to loads of databases from my university, but once I graduate I won't have any access at all - so continuing my education becomes way harder and I'll have to rely on secondary sources that interpret the findings instead of just reading the actual raw study. Only problem I could see is quality control. Most decent journals have some strict review processes and refuse to publish poorly-researched articles. You'd be forced to fund an international consortium to do this, which isn't a cheap process because it involves experts hand-reading new research. I really don't want to see shit, falsified, unverifiable research start showing up on a public database.
Hell yes! This is a fantastic move! Science shouldn't be hidden behind a paywall, and it frustrated me more than once that I couldn't look up something without them wanting a hefty sum for it.
It's illegal under US jurisdiction and sometimes mods are quite trigger happy when it comes to warez but yes I think the site needs to be known.
