the alarm is when the entire place begins to melt
i guess you could argue that if there was a fire, depending on its placement it could melt enough of the building to compromise its structural integrity before going out, and being crushed by big blocks of frozen water isn't an ideal situation to be in
It's one of those things that doesn't make sense at first and then you go "wait it's called a fire alarm but it's really just an [I]emergency get the fuck out of where you are[/I] alarm

There are still a lot of flammable materials in the ice hotel, all it takes is one joker smoking in the room to accidentally set the bedsheets on fire and cause serious damage to the building.
Yeah, fire alarms don't put the fire out, they're there to alert you to the fire so you can leave the place. Being made of ice doesn't magically make the place fire proof (Stuff will still burn, ice melts slowly since the heat doesn't penetrate it much, etc.)

Well what is regulations? I kind of half expected the building to have it already.
To be honest if there was somehow a fire like the bedding caught a light it'd be a good warning to tell everyone that the whole hotel could collapse.

The problem isn't fire the problem is smoke, a burning chair or something would create a tremendous amount of toxic smoke and while it may not affect the structure if anyone sleeping were to breathe it in, they would die instantly.

Fire safety is serious business in Sweden
to be fair a building made of ice is going to be a lot more susceptible to fires than, oh, say a building made of something that doesn't melt
