Not being theft doesn't mean it should not be illegal. It's a serious problem for PC gaming, look at world of goo. The two guys who made it reported 90% of the people who owned the game pirated it. That may have been a high estimate, but do you honestly think that it is ok for those two people to not receive payment from 90% of the people playing their game?
