Basically the water freezes without trapping gasses inside. The nice thing about this is that clear ice is significantly stronger than opaque ice so not only is it a nice view, but you're far less likely to break it by standing on it.

It's a pleso, a mountain lake in High Tatras formed from melted ice age glaciers. There's no water flow, and since it's in the mountains, it's not too dirty either, so when it freezes over it's nice and clear like this.
On the molecular level, when regular water freezes it doesn't freeze evenly, there are these tiny chunks of ice formed around turbulences/impurities that grow into each other and kinda make an irregular mess. This ice however is one uniform body with perfectly regular molecular grid.

Freezing cold distilled water does the trick, there's an issue though.

Ice needs something to form on. Distilled water is so pure, it simply doesn't freeze until a turbulence/impurity is introduced.
You could cool it down even further to get the desired effect, though.

Looking into this further, apparently you get clearer ice when you freeze and unfreeze still water multiple times.
And I can confirm the weather's been just like that in the past few months here. A week of nearly summer temperatures, then freezing cold, then warm again, and now it's chilly again.

it's usually air bubbles in the ice that causes the cloudiness, so it's likely that patches of it have melted and refrozen again multiple times to achieve the effect.

There's a neat How It's Made on how ice sculpture peeps make super-transparent ice. Apparently involves constantly agitating the water so all the air gets forced out and you get a clean freeze. If this body of water was moving as it froze, that might explain the unusual transparency.
