The hell? what type of building is this? I would think there would be building codes for things like single stairwell and sprinklers.

we don't know who started the fire (and if it was intentional or accidental) and what the circumstances were as to allow it to spread and engulf the building. you don't even mention who's fault this could potentially be.
a fire happens (regretfully a common event in many cities around the world) and now we're looking for somebody to blame it on?
