Hug said the mission had no plans to pull out of Donetsk.

The government, specifically the Chief of Staff Sergey Pashinsky, went on to claim may 2nd was an FSB action meant to distract from and discredit the ATO. Well considering the Kiev government has control over parts of Donetsk, it actually makes sense. The problem with the Ukrainian crisis is that it's impossible to blame either side since misinformation is disgustingly rampant.

No they don't. Unless you mean the region of Donetsk, then yes they control PARTS of the region. They're no where close to where this incident occurred though.
The area this occurred in was ran by the DPR, who immediately shifted attention towards blaming Kiev. With that said, Pro-Russia protesters in Lugansk gathered outside of an OSCE office in Lugansk, demanding the people inside come outside for a "talk".
