My bet would be one of the rebel groups, really. I think the Assad Regime is smart enough not to involve the US/and or NATO.

Nothing is going to happen.
NATO will not say a word unless Turkey is invaded, the UN has been proven to be the most useless expenditure in the history of man, and above all else: No one wants another fucking war.
its ok, since the U.S. also has indications that russia was involved in the recent crimean crisis, and that is completely false, so the U.S. is false, and if the U.N. wants to go see the people themselves, they are free to do so as long as they agree that nothing happened and that the rebels are really just a group of terrorists
but since russia is not always right, more gas happens, and more of nothing happens as well.

its not the U.N. its the flaw with the security council, anyone vetoes something, its DoA, and increasingly russia has decided to just veto everything anyone else wants because "fuck it"

Thats not a flaw. Thats how it was designed. The UNSC is designed to keep the powerful in power, while being unhelpful to the weaker nations.

My dad is stupid and had a container that didn't seal properly so moisture got into it. I opened it and by accident breathed in (near it). That shit knocked me on my ass so fast and I couldn't stop coughing and felt really sick the rest of the day, almost went to the hospital.
Don't ever underestimate that stuff in concentration.

Well considering that the Syrian government destroyed their chemical weapons stockpiles and the rebels got busted from using sarin gas before it probably wasn't the government. Of course an international team of UN investigators will go and check it eventually.

There's also the possibility that the government cooked this stuff up after they got rid of the Sarin.
Assad wouldn't even need to use them at this point. The army is winning and the only ones that are in a desperate situation to use chemical weapons are the rebels.
