It's on a fault line along the Ring of Fire and in a known storm zone. Normally, they're able to cope but this year has been pretty bad. The quake alone did enough damage by causing the tsunami which in turn forced the mass evacuation of the area surrounding the Fukushima NPP.

I'm a bit scared about going to Japan next summer after all this. I don't remember so much crap happening there before, but I didn't pay much attention because I wasn't going to be heading there in a year.
