These balloons were designed to float around with wires attached to them that were also connected to a little pack of explosives. That way when an aircraft came by and caught the wire, the explosives were yanked out of their little container and as the plane traveled, the wire pulled the explosives up to the plane. This all ended in a plane that got it's wings blown the fuck off because some crazy fuck tied a landmine to a balloon, probably in between bouts of huffing gas and banging French whores.

So you send a few jets before the missiles to pump them full of bullets, even if you lose the jets the missile then has a chance to get closer before being detected and possibly taken out.
