Not sure how guns fire underwater but I saw somewhere that all bullets slow down when shot into the water, and with that I mean like, almost stand still when 10 cm in water. D: (was it Mythbusters?)

The propellant is self-oxidizing I believe, it doesn't need air to burn. And since there's no water in the bullet, no problem. And mechanically, as long as the water doesn't slow down whatever strikes the primer too much, it should sort of work.
Of course, the Russians already have this all figured out.

A gun fully submerged with water wouldn't be bad, as long as you dried it completely before it has the chance to rust.
As long as all the air is out of the chamber and barrel it shouldn't harm the weapon, but it'll most likely jam upon ejecting the casing after every shot
No air in the chamber and no subsonic rounds and you should be okay,
atleast that is what mythbusters came up with and several videos on youtube,
9mm etc traveled a few meters and subsonic rounds just broke apart

a few meters seems a bit excessive, its more like a few feet with the energy decreasing at incredible speeds
The Soviets made some under-water assault rifle that fired [I]needles[/I] at a high velocity. They got like 1200 FPS under water.

I thought they figured this out on Mythbusters, the faster the bullet goes the faster it decelerates in water so anything high velocity like an assault rifle just tears the bullet to pieces.
