plastic explosives are triggered by kinetic force. a primer is essentially a mechanical force designed to initiate the secondary explosive.

Perhaps the friction alone was enough to heat up the bullet enough to the point of ignition. Add some volatile chemicals into the mix, combined with sudden gushes of oxygen and things go boom easy.

A bullet is not enough to trigger C4 though. You need an initial explosion.
I'm not sure about Semtex, but I strongly doubt a bullet will set off that either.

Dynamex requires 15newton/cm^2 pressure to conflagrate so a bullet would suffice, can't find the values for C4 right now but wikipedia states the following: [B]Rifle bullet test, percent explosions 20[/B] so 1/5th of the shots detonated the C4. Nothing is stating that it was C4 used either it could have been a different plastic compound and a primary explosive wouldn't have taken out a nearby car unless he was carrying a couple of kilos.

Upon reading this at first my bullshit senses were tingling, turns out this is completely unverified and should be taken with a grain of salt. A lot of stories like these surface and are passed around the internet as facts but they're rarely verified or simply true to begin with.

It says in the Wikipedia article that 20 of them burned, but none exploded.
Kinetic force isn't enough though. You also need a lot of heat combined with a shockwave. Essentially, a smaller explosion done by a detonator.
C4 was specifically designed to be super stable.
