The committee report for H.R. 3 says the bill will “not allow the Federal Government to subsidize abortions in cases of statutory rape” — thus excluding statutory rape-related abortions from Medicaid coverage. ... – Rape Audits: Because H.R. 3 bans using tax credits or deductions to pay for abortions or insurance, a woman who used such a benefit would have to prove, if audited, that her abortion “fell under the rape/incest/life-of-the-mother exception, or that the health insurance she had purchased did not cover abortions.” Essentially, the bill turns Internal Revenue Service agents into “abortion cops” who would force women to give “contemporaneous written documentation” that it was “incest, or rape, or [her] life was in danger” that compelled an abortion. ... That's pretty fucked up. Plus, surely making women attempt to fight off a rapist and possibly get killed by him in the process just to appease the law so they have the option of an abortion goes kind of against the whole pro-life thing.

As long as the image macro has text accompanying it and actually fits with the thread its not banned usually*. *Note:Sometimes image is actually an animated gif and fits the thread so you might get away with it, its touchy and depends on the mods.
The House loves to pass stupid sensationalist bills like this, it'll die in committee or in the Senate. The house is comprised of a lesser elite group than the senate, hence more sensationalist extreme right/left morons who hop on blatantly flawed bills like this one.
I say that unless the woman is either a rape victim, under 18, or the woman's life is at risk, abortion should not be allowed.
