I guess that can be a way to tell a good server from a bad server.

No. Because it's an inefficiently pile (albeit humourous) turd, and it gets updated every other second.
PHX is fine because at the end of the day, it's a nice set of base prefab models (which can now be natively incorporated into gamemodes) and pretty much anyone can use them with ease.
