So I'm in my first year of college, and my roommate is an honest to god hipster who loves nothing more than to strum really loud on his guitar for 3 or 4 hours straight.
His second passion is playing his horrible screechy 8 bit screaming hipster music at full blast with reckless abandon of anyone elses personal music preferences or common courtesy. He does this in public areas as well.
Not to mention the fact that he randomly decided to become a full blown smoker half-way through the first quarter despite putting "Does not smoke" on the roommate application forms.
I'm bound to a dorm for the rest of the year so I can either go through a fuckton of pain in the ass RA help sessions before getting moved to another room with some other possibly annoying as hell roommate, tough it out for another 3 months, or pay an extra 400-800 dollars to live in an apartment and just randomly move out one day.
All attempts at telling him to put on some headphones or stop playing his guitar lead to him doing it for 5 minutes then going back to blasting his music or strumming his guitar like he was jacking off a horse.
When I listen to music I listen to it with headphones on, regardless of whether or not he's here. I don't clutter the room and I don't do shit I know would annoy people. I ask him if he'd mind if I turned off the fluorescent overhead lights, and when I go to talk to my girlfriend on the phone I take it outside or go in the bathroom. I'm starting to lose my cool at this point.
What would you collegiate veterans recommend I do?

Have student halls. People are put into flats, say 8 to a flat. But everyone gets their own bedroom and shares the kitchen/living room areas.

I meant before you go to college. Of course in a second or third year it is possible that you will know people, but otherwise it's near impossible to pair people who know each other as room mates.
