He doesn't have to ask for permission because there are multiple people in the shot. I am told if there's 3 or more people you don't need permission, but they could request it to not be used for something.

If they pulled out the camera, I'm guessing there was an angry reaction to the initial question (about bacon). As for the recording, it would most likely be legal, as the conversation is not private (no expectation of secrecy) and the other party has been informed of the recording.
I'll never understand why some people go so berserk when a camera is pointed at them, unless they're guilty of something.
The gentleman in the black shirt (we'll assume he's a manager/supervisor) at the start clearly says "No no, he didn't know that, that's alright; we don't serve bacon"
It is therefore clear there was some kind of discussion between the red shirt guy and the camera guy before this, because the manager/supervisor had to step in to calm things down. It was clear the guy in the red shirt was angry prior to his outburst at being recorded, otherwise there would be no need for the supervisor. We don't really know how it was before, though.

If it's in the US, then you need permission to film inside a private establishment. I don't know where this was shot, though.
