From what I understand, the Mechanist refers to a villain in Fallout 4's fictional "Silver shroud" comic series. Could just be that two men were both influenced by the same character, and have no relation to each to each other.
There is a considerable time gap between Fallout 3 & Fallout 4, so that seems to be the most plausible scenario.

If it's the same guy then he's certainly gained a level in bad-ass. As i remember from 3, his appearance involved three bog standard protectrons in a fight with a lady and her ants.

The robots and ants are leveled. If you go at high levels, the robots can be a lot of different things. Went one time and one of them was a security bot. It died.
Watch this dlc make you want to be much more of an asshole to robots. The [sp] Raceway and USS Constitution [/sp] would have a reason to be carefully scrapped.
The custom robot follower thing already existed somewhat as a mod called Robco Certified. Now I know why Bethesda hasn't released the mod tools for Fallout 4 yet, they want to charge people for what was previously free community made content. Amazing.

I doubt any old mod would end up being this level of quality though, in a mod you'd be lucky to get voice acting or any form of decent questline.

Even if you do get voice acting, it's often the mod creators themselves voice acting. Because of this the voice acting sounds really bad.
Thats actually gonna spice things up by a whole lot if you will encounter all sorts of customized robots, like robots with super high health and low damage or vice versa or stealth robots. I hope it will offer enough and can withhold the Bethesda DLC quality since [I]usually[/I] its all pretty high quality.

Mix and match robot parts with custom animations, sounds, voice acting, a quest line all on its own, and potentially the chance to see these custom robots in the wild.

This also adds in the benefit of applying the weapon modding thing to creatures, to some extent at least. That's going to open up a [i]lot[/i] more options for modders.
