Sign spinning isn't exclusive to the US. You just haven't seen it.
Literally a business pays some poor sap some cash to stand outside with a sign for their business that points potential customers toward the store. To get more potential customers people spin the signs and do flips and tricks with them to attract attention.
Just another way to advertise.
