If everyone was like that, tho, it would be extremely easy to strip them all of their rights.
I don't think that anybody is calling someone else a coward for refusing to go and revolt, but it's a quite apt observation - if everyone was scared, power grabs would be extremely common and dangerous.

In some universities they promised "better grades during finals" if you go out on a demonstration, in other universities they threatened with "worse grades during finals" if you don't go.
