Uh, what are the rules when somebody just grabs a camera or, you know, A CELLPHONE, and snaps some photos at the beach?
It's undoubtedly creepy to photograph nude strangers but I don't think she can call police over it when it's in public space and the fact that it it was on a drone doesn't change anything as long as he didn't use the drone to get to private property.

I'd argue a drone is less of a problem than a camera/phone since, from high up, people are going to look like ants.

From the looks of things, the flight was perfectly innocent. Was just a dude playing with his quadcopter at the beach.

It should be noted that the guy didn't even photograph people at the beach (well, he did from like 40m up but they obviously weren't the subjects) - so even the "creep" factor doesn't apply here. He was totally innocent in this case (at least as far as we know).
Furthermore it's not illegal to take pictures of people in the public, even if it is creepy.
