It's pretty simple, they finally found out there's actually a market for it.

PC gaming is supposedly not very big in Japan so most jap developers didn't really put any emphasis in it until recently.

Stuff like Valkyria Chronicles being top selling, other PC ports doing really well are convincing more and more Japanese devs who are more console oriented to invest in the PC market

It's kind of like Monster Hunter, yeah. I recommend looking some gameplay videos up. The thing to note is that the weapons are essentially sentient beasts designed for killing the Aragami monsters of the series, so you can take bites out of enemies for boosts/ammo, and swap between gun and sword modes. At least, if i'm remembering that right.
