He might not be able to. I watch a dude on youtube who had a hell of a time setting up a patreon because he lived in the UK instead of the US. I forget the specifics but it involved a whole bunch of shit nobody knew what they were talking about and at one point he had to get in touch with the fuckin' IRS.
