It's all about global economy nowadays. Everyone's too bunged up on tightening the global economy and making it work right to draft formal "alliances." Alliances are something that happen during/before/after wars between major powers. NATO is as close as you get to that sort of thing and it's starting to look like a dry old turd. Think along the lines of the World Bank, International Monetary Fund and G8.
