They're going to be financed either by tax increase, government borrowing, or through creating money at the Federal Reserve (which leads to monetary inflation). 1. If they're financed by tax increase, every dollar that they take through taxation is a dollar that would have otherwise went to buy other goods and services, this means reduced demand in those areas, and reduced demand leads to layoffs. 2. If they're financed by borrowing, then the reduced supply of loanable funds will naturally have to raise interest rates on them. The higher interest rates will reduce demand for loans, which means less investment in the private sector and more unemployment. 3. Monetary inflation drives up prices which erodes the purchasing power of everyone's money. It reduces their real income, which will also lead to reduced demand and more unemployment. The problem with the "oh look, government is creating more jobs! awesome!" type of thinking is that it only looks at the immediate effects on a select group, but ignores the unseen effects it has on all groups. It's a textbook example of the broken window fallacy.
Some citizens won't think that the healthcare reform is so bad when they have an accident and don't have to pay for a 20 grand surgery.
