What can they do about it? Until America goes to war with NK, Japan can't do shit since their constitution doesn't allow it, and last I checked the only recent change was to allow a military for DEFENSIVE purposes only.

Because they constantly threaten to attack us with nukes, and the only assurance we have that they won't is their technological inability to do so.
