It's a posthuman from a dystopian future where the only survivors of humanity were ones that were genetically-engineered to resemble anthropomorphic animals.
The statement pretty much just means she's a cat that doesn't act like a cat, like how Goofy and Pluto are both "dogs" but only one actually behaves like a dog.
