The government's proposed overhaul of the Elections Act includes elements that constitute an affront to democracy, according to Canada's Chief Electoral Officer Marc Mayrand.
In an interview airing Saturday on CBC Radio's The House, Mayrand said "my reading of the act is that I can no longer speak about democracy in this country."
"I'm not aware of any electoral bodies around the world who can not talk about democracy," Mayrand told host Evan Solomon.
The Fair Elections Act says it "limits the chief electoral officer's power to provide information to the public."
Under the proposed bill, the only role of the chief electoral officer would be to inform the public of when, where, and how to vote.
Elections Canada would be forbidden from launching ad campaigns encouraging Canadians to vote. Surveys and research would be forbidden under the new bill, Mayrand said.
"Most of the research will no longer be published because these are communications to the public."
The chief electoral officer and the commissioner of Canada elections would also no longer be allowed to publish their reports, Mayrand said.
"These reports will no longer be available. In fact, not only not available. I don't think it will be done at all."
Lol if you win you get to run the polling stations.
What kind of rule is that.
What the goddamn fuck.
Are they trying to Ukraine us with this shit?
This needs to get balrog'd and fucking hard.
Fuck the current government. This can't be allowed to pass.
Warning of investigations
The act also proposes the commissioner of Elections Canada warn people who are under investigation.
"As soon as feasible after beginning an investigation, the Commissioner shall give written notice of the investigation to the person whose conduct is being investigated," the bill says.
It provides for the commissioner to decide not to notify someone who's under investigation if it could compromise the investigation or any other investigation.
The bill also instructs the commissioner or anyone working for the commissioner not to disclose any information about an investigation, "including information that reveals or from which may be inferred ... the person whose conduct is being investigated or any witness."
The commissioner is responsible for ensuring the election law is followed.
Other changes proposed in the bill include:
Requiring identification to cast a ballot — a voter information card will no longer be enough.
Ending the process of vouching for someone without proper identification.
Moving the commissioner of Canada Elections into the office of the director of public prosecutions.
Having the director of public prosecutions appoint the commissioner of Canada Elections, rather than the chief electoral officer.
Limiting the chief electoral office's role to sharing information with the public on how to be a candidate, how to be added to the voter list, how to vote, what identification to use, and ensuring people with disabilities can get into polling stations to cast a ballot.
Okay, I can see the "vouching" thing going out the window, but the rest? Fuuuuuuuuuuck that.
Notice how Elections Canada would a) be required to notify everyone they're investigating (unless they can argue that that'd cause evidence to be destroyed), and b) not allowed to tell anyone else any details that would even imply who's being investigated or even considered a witness.
This is anti-democratic. Harper says the elections commissioner will have the same power, but I'm unwilling to believe CPC lies anymore.
[editline]8th February 2014[/editline]
I've read some of the bill, and it contains a few things that at least sound nice, but with Elections Canada being rendered toothless and all the other antidemocratic shit like winning the election means you get to run the polling stations next time, fuck no.
A new addition requires anyone who wants to robocall to register with the CRTC and provide info such as scripts used. That's fucking hilarious considering the last two federal elections.

It's at the bottom of the CBC article I linked at the top of this very post if anyone else wants to read it.

I get this really big suspicion that the elections next year are going to be rigged to fuck.
If you see "Conservative Party Majority" and there's a higher voter turnout than the last two times by like 10%, assume rigged until proven otherwise.
The Cons know that they can only stay in power if more people don't vote. Voter apathy in younger people seems to be the big thing keeping them going. That, and Harper's insatiable lust for the tears of forest pixies and people who care.
The G-G has the last say for you guys so hope he's on your side
Is this a way to keep conservatives in power?
Yes.
We need to get Harper out ASAP in 2015.
Kind of disenfranchised.
You guys like to immediately jump on the fuck Harper train but in 2015 what are the actual alternatives? Nothing very good.

I kind of like him. Unlike the other politicians, he seems to understand what people are
So why are we not going Ukraine on Harper's ass?
Oh right, young people don't care about politics in Canada.
if this happens then there wont be any more sane governments on the american continent.

After 9 years of Harper I'll gladly give Mulcair/Trudeau a shot at the job.

If young people voted more we probably would be seeing more NDP governments. Well not where I am..

tom muclairs youtube ads are bad
Muclair really fucked up all the work that Layton had done for the NDP. He's supposed to be the opposition party and yet I barely ever read or hear about him actually doing anything.
Poor Jack is probably rolling in his grave.
NDP support is falling fast too.
its gonna be Trudeau or Harper. a vote split between NDP and liberal means harper wins. young people vote for weed man alberta votes harper
I just hope Pierre Poutine fucks right off in 2015
[editline]9th February 2014[/editline]
and Danny Donair
[editline]9th February 2014[/editline]
and Barry Beavertail
I can handle a scared, vulnerable Conservative Minority in the next election, because votes not for the CPC or for something like the Bloc or the Greens will be split between NDP and Trudeau's Liberals. I'm not sure which of the two to vote for, myself.
But if another majority gets handed to King Stevie I really don't know what the fuck.

The Liberals picking him was them shooting themselves in the foot.

Naw. Liberals really needed a charismatic leader after Iggy and Dion.

It's the party that determines the platform, Trudeau is just a figure head.
