If he was naked and they were separated by a door, then pulling a firearm seems really inappropriate.
Shooting a naked person is fucking stupid. If he had pulled a knife (from where?) I would have understood somewhat. Shooting a guy who, at his worst, is probably only going to punch you in the eye, is ridiculous.
Shooting an unarmed man is fucking stupid. He was naked for fucks sake, what threat could have posed to an armed police officer I hope the cop gets fucked over for this, it ain't right.

I think the student is also at some fault, he repeatedly challenged and rushed the cop and even after getting shot once he still kept coming. Kind of an idiot in my opinion.

He was clearly not at his full five and there was no reason for the shooting. It was not, in any way, at all, the fault of the student for getting shot. There are a ton of other ways to disable a violent person without resorting to shooting, heck, even violence.

So I'd say it's only partially.
You're right, it is one of those split second things That doesn't make it right

So he showed up to a police station, which usually is brimming with police, and there weren't enough to restrain him and toss him in the drunk tank?

There was absolutely no reason for the officers gun to be drawn, whatsoever.
