Technically, these so-called village councils have no right to do such things at all, given that it's basically been long since made illegal, but their kangaroo court system is still very prevalent locally.

It's the reason the kangaroo courts still exist, they turn a blind eye to it. It's going to take a lot to change.

India in many parts has not caught up socially with the rest of the world, if a generation of people aren't raised being taught rape is a crime then you'll end up with a society led by people who don't consider rape as a crime. This is not a problem with Indian culture however, they are not mutually inclusive, but one could argue that it is indeed a problem with the caste system of India.

Especially after reading this article.
As it was once said by many people so I say it again. India is a country of extremes and opposites, where they probably have the largest IT sector on the planet, many people live in ramshackle houses. A lot of Indian people are very intelligent and go to university, study hard and become doctors, programmers, engineers etc.. but other parts of their society do resemble something you would see in the middle ages.
That they take this caste system so seriously to even order something like that is disgusting. India really needs to get its shit together and stop messed up things like this from happening

It usually lasts a day and it's just reaffirmation of the person's guilt, regardless if they are or not (9 times out of 10 it's government accusation)

Sure, the people suffer from poverty but that doesn't mean the country is poor.
