These people don't have access to the literature that explains how to build a rocket of that size. I assume they're using liquid propellant and the complexity and safety behind those kind of turbopumps for the engines, as well as plumbing, materials you need for the pressures and temps, etc. protection against static and acoustic resonance,etc. They probably have no idea why it's blowing up. Thank ITAR for that.

The only reason it seems easy to us is because the US, Russia, China, and many European countries have decades of research on this.

They could also know exactly what they're doing and just not have access to proper quality materials. I mean they used to get help from the Soviets and have plenty of Russian and Chinese designs to reverse engineer. But all that means nothing if your materials and processes are shabby crap. They've put two satellites into orbit. (In the same inclination) They know what they're doing.

Making new, working rocket designs isn't easy.

Look at it this way, the Space Shuttle Challenger exploded due to a single O-ring. If they were incompetent, they wouldn't have launched two satellites already. Nork doesn't have the vast experience, data, and high quality materials of commercial astronautic companies so accidents are a given. Development was the same with most countries.
I don't think it matters if it exploded or not in terms of whether they're progressing, only what they do with the scientists after the event. Do they let their scientists dissect what went wrong for improvements - or do they line them up for a firing squad?
While it may have been a failed launch due to subpar construction or design, there is a non-insignificant chance that we may have sabotaged the launch via electronic warfare/hacking, which is not surprising, given how it is in the US' best interests to keep the NK missile program from succeeding.
