The US argues that the shield is necessary to deter attacks by rogue nations such as Iran and North Korea, but Russia has denounced the plan as a threat to its national security. We don't use prototype weaponry in combat. We have to make sure everything works first. And chances are if it works, is reliable, and is cost effective, we'd be producing them anyway.
