Because people who know absolutely fucking nothing about the source material get involved to make quick money because said game series is popular at the moment. That's why fan movies are better most of the time. Really, the one exception is the Mortal Kombat movie, and even that had some problems.
I remember George Romero (yes, THAT George Romero) wrote a script for the Resident Evil movie and was pretty interested in the project. It was cheesy and obviously didn't take itself seriously. Romero's name alone probably would have pulled in a lot of his fans as well, but instead a no-name shithead writer/director is put in charge and fucks everything up.
I've got to say, I thought his advice was pretty funny.
This is just another zombie move though. I was hoping for anything but really.

Because if you want a big budget movie the higher-ups are just going to shit all over the source material and make it as generic as possible to maximize views
Until big companies are willing to take risks its not going to happen

Rewatched the trailer, his personality isn't too different like I thought.
But there is a problem with the story, now just to clear this up, despite owning DR3 for PC, I haven't played it and I don't know the story (except bits and pieces and spoilers and the such). Anyway why didn't the Zombrex work? Assuming the Doctor has given it to others before the zombie outbreak but in the same day and location, then it should work, no one has resistance to it.
In the [url=https://www.youtube.com/watch?v=vdlS3TBOJWg]intro of Off the Record[/url] Frank's shown as a celebrity though, however I don't know if that's considered canon or not.

Video Game movies can be quite faithful to the source material if they actually give a damn.
Case in point, the Ace Attorney movie.

..I don't know where you got that prospect from, but the canon goes that he was labelled a hero for his coverage of Willamette and won a Pulitzer Prize for it.
It was Isabella Keyes who was labelled as a terrorist, not Frank.
This comes from both DR3 canon and the comics (considered canon by Capcom)
