That is probably what he meant, but the fact that he essentially said the exact opposite is a problem in and of itself.
Trumps entire narrative about the hacking seems confused and contradictory. He refuses to acknowledge Russias role which goes against everything his intelligence says, then attacks Obama for not stopping Russia, then wants to establish a joint cybersecurity unit with them. It's genuinely hard to tell if he earnestly wants to work with Putin or if he is just completely out of his depth.

It's probably a combination of all the things you mentioned, as well as him trying to shift attention away from himself. Have no doubt: he can feel the pressure from the investigation into Russian meddling the 2016 election.
