This doesn't change much, its going to take them just as long as BT to complete the fibre installations. Remember that planning permission is needed from the councils before putting anything in the ground.

BT has too much of a Monopoly, especially in rural areas. I live next to a BT Outpost, and yet we're stuck with the original lines they put in when Broadband just started (my town was one of the earlier recipients, too).

I'm baffled with this Internet deal in modern European countries. See, I live in a former Eastern block country - Bulgaria. I pay 20 lv/month which is about 15$/month, 9 pounds/month, or 10 euros/month. I get 24 Mbit download and 12 Mbit upload in Bulgaria and half those internationally. (12/6 Mbit) Now, why the fuck does the UK have slower and more expensive Internet?
6 Mbit is enough for me. I don't know how I get away with semi-bad internet (compared to Europe anyways). Because Europe is so much smaller your connection speeds are usually a lot faster. True that in the United States our providers charge more for less but that being said it doesn't make my point any less valid.

because almost everyone in britain is stupid and doesnt know shit about the internet so they're willing to pay premium prices for dial-up speeds which are advertised by bt as "the fastest in britain"
