Russia does this shit in Finland, and Norway, and a bunch of other countries all the time, so I had assumed it was in Norwegian airspace. It feels like Russia really really wants to start some serious shit, but they don't want to look like the aggressor. I don't mean to say that Ukraine's situation isn't serious shit, but I'm talking about something that NATO would give a shit about.

If this were Norway's airspace, and they acted aggressively towards Norwegian aircraft, then that would make them the aggressor, and then you could either fire shots at him, put him on lock, or whatever their doctrine tells them to do... For things like this, you can't really do anything.
