Facebook is a completely general social networking service. It doesn't have a central community as such; the community you see is the set of people who are your friends, your friends of friends, people in your groups etc.
So if there's someone you don't like you can block them or whatever.
Well, at least now all these people are comprehensively listed and centralized so we can make a collective effort as a society to ignore them.
