4:20 is a time of day. There used to be a group in some high school a few generations ago that would meet at the statue every day to go get high. They were the "Waldos".
They used 420 as a general term to describe getting high so they could talk about it in front of their parents.

Also it's hitler's birthday, columbine shootings, etc. But Hitler's birthday is a coincidence and Columbine was planned to be on that day for that reason.
